Luggage policy — to and from Hawaii
What each Pacific carrier allows in 2026. Always confirm at the airline's own site before you fly — fees change without notice.
Carry-on rules (US → Hawaii)
- Hawaiian Airlines: one carry-on (22"×14"×9") + one personal item, all fare classes including Main Cabin Basic.
- United: Basic Economy permits the full-size carry-on on Hawaii routes (mainland Basic does not).
- Delta: Basic Economy permits the full-size carry-on on Hawaii routes (mainland Basic does not).
- Alaska: Saver fare permits the full-size carry-on.
- American: Basic Economy still excludes the overhead bag on Hawaii routes — personal item only.
- Southwest: one carry-on + one personal item, all fares.

Inter-island baggage
Hawaiian Airlines inter-island (HNL ↔ OGG/KOA/LIH/ITO/MKK/LNY) charges $30 for the first bag and $40 for the second. Mokulele Airlines (small turboprops to LNY/MKK) limits checked bags to 40 lb and charges $25 for the first bag.
USDA agricultural inspection (Hawaii → US mainland)
All travellers leaving Hawaii for the US mainland pass a USDA agricultural inspection separate from TSA. Prohibited items include most fresh fruit, live plants, soil, and certain flowers. The full list lives at the USDA APHIS site. Since 2026 the paper declaration card was retired — the question is now asked during airline check-in via app or kiosk.
Trans-Pacific (to Japan, Korea, Australia, New Zealand, Tahiti, Fiji)
- JL, NH, KE, OZ: two free checked bags (50 lb each) in economy on US-originating flights.
- QF, NZ: one free checked bag in economy; two in Premium Economy.
- TN, FJ, SB: one free checked bag in economy; pre-pay extra at booking, far cheaper than at the airport.
